Southern California Soccer Officials Association
Ventura-Santa Barbara Chapter 

Article I

Name

The name of the organization shall be “Southern California Soccer Officials Association Ventura-Santa Barbara Chapter.

 Article II

Objective

The primary objective of this Association shall be to provide competent officials, to recruit, train and certify soccer officials, and to increase the efficiency and competency of each member by providing continual instruction programs. The association shall further act as an administrative body for the soccer officials of the Association. 

Article III

Membership

 Section 1-Eligibility

Membership in the Association shall be available to any person who is interested in officiating soccer, but subject to the following requirements of membership:

a.        Payment of established membership dues.

b.       Maintaining attendance requirements established by the Board of Directors.

c.        Satisfactory completion of the instructional program.

d.       Be in good physical condition and good moral character.

e.        Be accepted by the Board of Directors.

f.         Previous refereeing experience.

Section 2-Classification

Soccer officials (referees) shall be classified by the BOD, upon recommendation of the Chief Assessor/Assessment Committee.

In determining these classifications, all referees shall meet the Instructional Program requirements as approved by the BOD. The BOD shall consider as many sources as possible when determining the classification of a referee, i.e., coaches’ reports, assessors’ reports, reports of the other officials, and other criteria as may be authorized by the BOD.

The BOD shall be responsible for establishing and classifying referees and informing all referees of their classification and the system being used. Criteria for the various classifications shall be established by the BOD.

Section 3-Forfeiture of Membership

Membership may be forfeited for unprofessional conduct, failure to pay dues or fines, and/or other acts determined by a two-thirds vote of the full BOD.

Section 4-Reinstatement

Reinstatement shall be initiated by a written application of the person seeking such reinstatement. Such application shall require the approval of two-thirds vote of the full BOD.

Section 5 Failure to Appear Penalty

Members who fail to make a schedules assignment without proper notification to the Assignor/Scheduler of the Ventura-Santa Barbara Chapter will be assessed the game fee they would have received for that game (games). The fee is due by the next regularly scheduled meeting.

Section 6-Assigments

All assignments of games for the Schools and or Leagues that we, the Ventura-Santa Barbara Chapter are under contract to, will be made by an assignor appointed by the Board of Directors. Failure to fulfill assignments will lead to disciplinary action up to and including forfeiture of membership in the association.

Members wishing to change an assignment after a 48-hour grace period will be assessed a fee as determined by the BOD. Said fee must be paid at the next meeting. 

Article IV

Administrative Functions

 Section 1-Board of Directors (BOD)

This association shall be governed by a Board of Directors consisting of six voting members. The Association’s four office holders and two “At Large Members”:

The term of the office shall be two years with half the board to stand for election in any year. The Vice President, Treasure, and one At Large Member will initially serve one-year terms. The President, Secretary, and the other At Large Member will serve two-year terms. Thereafter an annual election will be held at the Annual General Meeting, the last regularly scheduled meeting of the season, to select the three appropriate to that year’s rotation.

The purpose of the At Large Members is to ensure geographical representation on the board. In the spirit of this, the elections will need to be held for the officers first and then nominations taken and elections held for the At Large position. In the event the four officers represent all the geographic areas of the chapter, the At Large Member will serve to add breadth o the board.

 Section 2-Voting

 All members of the BOD shall have the right to vote.

 Section 3-Duties

The President shall preside at all meetings of the Association and of the BOD, appoint all necessary committees, call special meetings, and execute the will of the Association. The President shall be an ex-officio members of any committee.

The Vice President shall serve in place of the President in the event of the latter’s absence, inability or disqualification, The Vice President shall be responsible for the orientation of new members and assist the President as requested. The Vice President shall also head the grievance committee and appoint members thereto.

The Secretary shall keep records of the business transacted by the Association, give notice of meetings, maintain a current roster, and assist the President in clerical work when necessary. The Secretary shall also handle all matters pertaining to the publicity of the Association.

The Treasurer shall collect all dues, deposits or hold in trust all funds remitted to the association, account for them by presentation of the written financial statement at the first regularly scheduled meeting each year, and at any time upon demand of the BOD. The treasurer shall submit all bills over $50.00 for payment to the BOD for approval prior to issuing checks. The Secretary shall record those bills approved for payment in the minutes of the meeting. The Treasurer shall prepare a budget for the board approval each year.

The Board of Directions shall exercise general supervision of the officers and committees of the Association. They shall decide questions affecting the Association, They may, for cause, declare any office vacant and elect a member to fill such vacancy for the remainder of they term. They shall constitute a Board of Appeal to review decisions of committees or ruling of any officer. A decision of the Board may be reversed only by a two-thirds vote of the members of the Association present.

Section 4-Qualifications

Candidates for office in this Association shall be members in good standing and certified soccer officials.

Section 5-Ex Officio Board Members

The BOD shall appoint an Assignor, a Training Officer, and a Chief Assessor. These three officers shall be considered non-voting members of the board (See Article IV By Laws). These ex officio members need not be current members of the Association nor current certified soccer officials.

Article V

Elections

The procedure for the election of officers of this association shall be as follows: At lease 30 days prior to the Annual General Meeting, the President shall appoint a Nominating Committee of not less than three (none of whom are seeking office) to nominate candidates for office for the following term.  During the elections, to be run by the head of the Nominating Committee, nominations may be accepted from the floor in addition to those recommended by the Nominating Committee. Newly elected officers will take office immediately upon the conclusion of the election.

Article VI

Amendments

This Constitution and By Laws may be amended by a two-thirds vote of the members present at any general SCSOA Ventura-Santa Barbara Chapter meeting (during the CIF soccer season) if the proposed amendment(s) is (are) presented in writing to the members at that meeting.

BYLAWS

 Article I

Meetings

Meetings shall normally be held at least once a month during the soccer season, the time and place to be determined by the Board of Directors. The Annual General Meeting shall be the last regularly scheduled meeting of the season.

Article II

Quorum

Board of Directors—four members of the Board of Directors shall constitute a quorum.

 Article III

Dues

The dues of the Association shall be established by the Board of Directors.

 Article VI

Standing Committees

Section 1-Amendments

This Constitution and Bylaws may be amended by a two thirds vote of the members present at any general SCSOA Ventura-Santa Barbara Chapter meeting (during the CIF soccer season) if the proposed amendment(s) is (are) in writing to the members at that meeting.

The Committee shall also compile all results of examinations, reports of coaches and other referees, records of attendance, and other pertinent data and shall determine the eligibility and classification of members of the Association, and shall submit its recommendations to the BOD for approval.

Section 2-Assignments

The BOD shall employ a person to make assignments for this body. Said person shall use input from Rating Committee and or the BOD in said assignments.

Section 3-Instructional Committee

The BOD shall appoint a Training Officer responsible for the training and certification of referees, the establishment of a committee for assistance when necessary. The committee and its members must be approved by the BOD.

Section 4-Grievance Committee

The Grievance Committee shall be chaired by the Vice President and its members appointed by the Vice President with the approval of the BOD.

Section 5-Failure to Appear Penalty
